Dear Mr. President: I am writing in support of H.R. 1795, the National Institute of Biomedical Imaging and Bioengineering Establishment Act. More than 170 Representatives, including 108 Democrats, were cosponsors of this bill, and both the House and Senate passed it by voice vote. Moreover, as you know, Vice President Gore included a proposal much like this one in his economic plan during the presidential campaign. I hope you will sign this bill into law as soon as possible. This institute is needed to accelerate the development of new imaging and bioengineering techniques and technologies both to improve patient care and to support advances in medical research. The current NIH structure, which is based on institutes devoted to specific disease processes or organ systems, does not accommodate basic research in disciplines such as imaging or bioengineering that have broad applications to virtually all diseases and organ systems and thus do not fit into the existing organizational scheme. The consequences of the current system have included missed opportunities, duplication among the various institutes, and ineffective use of medical research resources. Research supported by this institute will give physicians the tools to detect, diagnose, and treat disease earlier, more accurately, and less invasively. Please sign this important legislation.
