Representative Dennis Moore of Kansas and Senator Sam Brownback, also of Kansas, last week introduced a bill to establish a U.S. health information technology network (ITN), according to an article published in the Kansas City Business Journal earlier this week.
The Independent Health Record Bank Act of 2006 seeks to establish accredited nonprofit health information banks that would be registered and regulated through the Federal Trade Commission and the attorney general.
The proposed legislation would provide patients with ownership of their medical health record, with the right to review its contents and add personal health information. In addition, customers of the health information banks would be able to sell their blinded data for research, with revenues to be split between the individual and the bank.
